Responsibilities: Undertaking daily operation of the agency and the work of information, letters and visits, disclosure of government information, informatization, and finance.

2.  The Department of Policy and Planning

Director-General: Shou Hailong

Deputy Director-General: Li Junfeng,  Sun Qiuyue, Zhang Liang (temporary position)

Responsibilities: Formulating strategic guidelines, plans and policies about foreign aid; drafting other policies, laws and regulations about foreign aid; drafting overall plans for foreign aid; preparing annual financial budget and final accounts for foreign aid projects.

3. The First Department of Regional Affairs

Director-General: Li Ming 

Deputy Director-General: Cui Jingwen, Zhan Haiyan

Responsibilities: Formulating assistance programs and plans for countries and regional organizations in Asia, Eurasia, West Asia and North Africa, and Central and Eastern Europe, and determining relevant foreign aid projects.

4. The Second Department of Regional Affairs

Director-General: Shentu Jiang

Deputy Director-General: Cai Fang, Diao Junshu

Responsibilities: Formulating assistance programs and plans for countries and regional organizations in Africa, Latin America, the Caribbean and the South Pacific, and determining relevant foreign aid projects.

5. The Department of Supervision and Evaluation

Director-General: Jiang Na

Deputy Director-General: He Yuan, Cui Jin

Responsibilities: Supervising the implementation of foreign aid projects and making comprehensive evaluation of the projects.

6. The Department of International Cooperation

Director-General: Tang Ying (Spokesperson)

Deputy Director-General: Meng Ran, Guan Zhiyong

Responsibilities: Conducting international exchanges on foreign aid and human resources development cooperation in foreign aid; handling affairs related to the South-South Cooperation Assistance Fund; releasing foreign aid information and dealing with other foreign affairs.

7. Department for Party-related Affairs / Department of Personnel

Executive Deputy Secretary for Party-related Affairs and Director-General of Department of Personnel: Zhang Guixuan

Deputy Secretary for Party-related Affairs and Secretary of the Disciplinary Committee: Liu Lei

Deputy Secretary for Party-related Affairs and Deputy Director-General of Department of Personnel: Wang Guoqing

Responsibilities: Handling Party-related affairs and mass work, work pertaining to cadre, personnel and organization, and discipline inspection.
