I. Poverty alleviation
1. To build the Global Center for Women's Capacity Building, conduct capacity-building and training on women's development, establish a global platform for women's exchange and cooperation, and undertake women's cooperation projects focused on livelihood development.
2. To support educational development in developing countries, assist in school construction, provide teaching facilities and equipment, and strengthen institutional and teaching capacity building.
3. To continue executing flagship public well-being projects, including "Hand in Hand" and "New Farms of African Mothers."
4. To assist developing countries with the construction of social housing, transitional shelters, and other public well-being projects.
5. To undertake poverty reduction projects in developing countries, including municipal water supply and village-level water supply systems.
6. To undertake demonstration projects on poverty reduction cooperation in countries such as Laos, Cambodia, and Ethiopia.
7. To continue carrying out South-South cooperation projects on employment in ASEAN countries, in partnership with the International Labour Organization, over the next two years.
8. To implement green poverty reduction projects on bamboo industry development in Madagascar, in cooperation with the International Bamboo and Rattan Organization.
II. Food security
9. To provide timely emergency food assistance to developing countries affected by disasters and conflicts.
10. To conduct agricultural demonstration projects for countries in Asia, Africa, Latin America, and the South Pacific; to pilot and encourage the application of agricultural mechanization technology as well as the production, storage, and processing of agricultural products such as hybrid rice, Juncao, black corn, coffee, and chili; and to provide agricultural machinery, equipment, and materials to help boost food security capabilities.
11. To empower the rural workforce in the pursuit of sustainable agricultural development, build the Innovation Center for Agricultural Science and Technology in South and Southeast Asia, and conduct rural personnel training programs in Central Asian countries.
12. To undertake projects on sustainable fisheries development and strengthening agricultural and food systems, in concert with the Food and Agriculture Organization of the United Nations.
13. To convene the 6th Seminar on China-Africa Rice Value Chain.
14. To convene the 2026 Seminar on Post-Harvest Loss Management.
15. To convene the 2026 World AgriFood Innovation Conference.
III. Epidemic response and vaccines
16. To assist developing countries in constructing public health facilities, renovating and upgrading hospitals, establishing specialized departments such as burn care and orthopedics, dispatching Chinese medical teams, and enhancing hospital emergency response capabilities.
17. To establish cross-border infectious disease joint prevention and control mechanisms with neighboring countries such as Laos and Myanmar and to carry out joint training, drills, monitoring, and exchanges to ensure an effective response to regional and cross-border infectious disease prevention and control.
18. To conduct medical training programs in fields such as the development of outstanding medical professionals, optometry, and emergency medical response and to intensify efforts to cultivate medical personnel in relevant countries.
19. To provide targeted support to developing countries in the form of vaccines, malaria treatments, anti-AIDS medications, mobile surgical vehicles, and other medical supplies.
20. To undertake disease-specific medical assistance programs and execute flagship programs such as Brightness Action, the Heart-to-Heart Journey, Mother's Smile, Jasmine-Clove cervical cancer screening, Angel's Journey, and Shennong Tasting Hundreds of Herbs in the New Era.
21. To convene the International Workshop on Dengue Fever Prevention and Control in 2026.
IV. Development financing
22. To leverage the comparative strengths of social organizations from China and other developing countries under the framework of the Global Development and South-South Cooperation Fund, and to mobilize diversified resources to ensure full implementation of the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative.
23. To effectively utilize special funds for the Global Development Initiative, coordinate the advancement of major signature projects and "small and beautiful" projects for improving people's well-being, and execute projects in telecommunications, municipal wastewater treatment facilities, and educational infrastructure.
24. To sign a supplementary agreement to the memorandum of understanding with the Asian Infrastructure Investment Bank and steadily advance the operationalization of the USD 2 billion special fund for the implementation of the Global Development Initiative.
25. To hold seminars, workshops, and training activities on development financing for developing countries in areas such as public financial management, finance, and South-South cooperation, with 1,000 training slots.
26. To sign memoranda of understanding on advancing the implementation of the Global Development Initiative with international organizations, including the United Nations Children's Fund, the United Nations High Commissioner for Refugees, and the World Meteorological Organization.
27. To support the construction of major projects such as the China-Kyrgyzstan-Uzbekistan Railway through concessional loans and other financing modalities.
V. Climate change and green development
28. To foster blue economy cooperation, fulfill responsibilities for marine eco-environmental protection, and undertake eco-environmental protection projects, including ecological water purification, coastal protection, and mangrove planting initiatives.
29. To help facilitate the implementation of the UN Early Warnings for All initiative, release the new-generation cloud-based public version of the MAZU early warning system, and build and deliver the artificial intelligence (AI) agent for urban multi-hazard early warning (MAZU-Urban) and customized early warning versions for Nigeria, Sri Lanka, and Jordan.
30. To engage in cooperation with developing countries on practical projects in green development areas such as clean cookstoves, electric buses, and solar-powered streetlights.
31. To deliver human resources development cooperation programs covering desertification control, disaster prevention and mitigation, green transportation, and natural ecosystem protection, helping developing countries consolidate their talent pool for addressing climate change and pursuing green development.
32. To sign and implement memoranda of understanding on air quality management cooperation for Beijing-Bangkok, Beijing-Hanoi, and other city pairs.
33. To convene the 2026 China-Island Countries Ocean Cooperation Forum.
VI. Industrialization
34. To undertake photovoltaic power generation projects in Lesotho and other countries, equipping them with capabilities to advance their industrialization.
35. To assist developing countries in constructing infrastructure such as bridges and ports, bolstering resilience for industrialization.
36. To strengthen the global presence of the Luban Workshop brand, assist relevant countries in upgrading Luban Workshops, and work in concert to establish colleges of engineering and technology.
37. To focus on executing projects on industrialization and agricultural modernization, as well as personnel training in Africa; to sustain the sound operation of the China-Africa (Ethiopia)-UNIDO Center of Excellence; and to conduct projects in support of the development of agricultural industrial parks and dairy processing centers.
38. To organize training and seminar programs for developing countries in industrial fields such as manufacturing, construction, mineral resources, energy and power, and standardization, with 4,000 training slots.
39. To sign a quadripartite cooperation document concerning the peaceful uses of nuclear science and technology among China, the International Atomic Energy Agency, the African Union, and the African Commission on Nuclear Energy.
VII. Digital economy
40. To cultivate the Digital South brand, engage in collaboration with developing countries in areas such as AI and cross-border e-commerce, and conduct projects such as the Sparkle for Youth science and technology labs, the upgrading of information technology classrooms, "DigiSchool," alongside "DigiTruck," with a view to bridging the North-South digital divide.
41. To work with developing countries to set up digital technology cooperation centers and overseas sub-centers for international technology transfer.
42. To support telecommunications network infrastructure construction in developing countries while carrying out projects for network expansion, backbone transmission networks, and mobile communication base station construction.
43. To deliver capacity-building programs in the fields of international digital economy and digital governance, and sign a memorandum of understanding on cooperation in AI talent cultivation.
44. To convene the Global Digital Economy Conference.
VIII. Connectivity in the digital era
45. To advance the Smart Customs cooperation partnership and build demonstration sites for Smart Customs development and cooperation.
46. To move ahead with the building of the Global Sustainable Transport Innovation Alliance, further promote sustainable transport development, and facilitate global connectivity.
47. To support the establishment and operation of the World Data Organization and conduct more digital connectivity projects.
48. To hold exchange activities during the China-ASEAN Education Exchange Week and help build up ASEAN's digital development capabilities.
49. To provide cross-border electronic signature services and jointly build digital trust service platforms.
50. To support young people in enhancing their digital competence and organize a range of activities, including the digital-themed "China Tour" and "Global Tour" of the Youth Leaders' Community for Global Development, along with the Acceleration Week for Global Youth Development Programs.
