Noting that China and Cuba are good friends that trust each other, Xu said that the two countries have demonstrated mutual support amid the challenges of the COVID-19 pandemic outbreak, natural disasters and common development of the world.

As a developing country, China attaches great importance to its own development and modernization, as well as to global development cooperation, Xu noted.

Since the Global Development Initiative (GDI) was proposed by President Xi Jinping, it has gained support from 100-plus countries and international organizations, including the United Nations. Nearly 70 countries, including Cuba, have joined the Group of Friends of the GDI.

Xu stressed that China fully supports other developing countries in reducing poverty, improving people's livelihoods and enhancing their capacity for independent development,  adding that China has already trained a large number of talents for Cuba in such fields as public administration, economy and trade, transportation, agriculture, forestry, animal husbandry and fishing. In recent years, China's experiences in poverty reduction and anti-corruption have been recognized by an increasing number of developing countries and China will continue to assist such countries, including Cuba, by sharing more of its experiences in state governance, supporting them to further explore sustainable development paths suited to their national conditions, and helping them to modernize their governance capabilities.

The seminar was initiated by the CIDCA and organized by the Party School of the CPC Central Committee (the National Academy of Governance). The seminar was also a publicity event for the recently concluded 20th National Congress of the Communist Party of China. Rosario Penton Diaz, a member of the Central Committee of the Communist Party of Cuba and rector of the Higher School of the "Ñico López" Party, Mercedes Delgado Fernandez, rector of the Higher School of State and Government Cadres, and Cuban Ambassador to China Carlos Miguel Pereira Hernandez attended the event alongside 51 officials from the central and local governments of Cuba.
