Xi Jinping holds talks with President Emomali Rahmon of Tajikistan

On June 15, 2019 local time, President Xi Jinping held talks with President Emomali Rahmon of Tajikistan in Dushanbe. The two heads of state spoke highly of China-Tajikistan relations and cooperation in various fields, and together outlined a new blueprint for bilateral relations. They agreed to deepen comprehensive strategic partnership between the two countries with sincerity, mutual trust and win-win cooperation, commit to developing all-weather friendship, and promote the building of a community with a shared future for mankind, so as to realize common prosperity.

Xi Jinping first congratulated Tajikistan on successfully hosting the fifth Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), and pointed out that the consensus and results achieved at the summit sent positive messages to and injected positive energy into the world. The Chinese side spoke highly of the large amount of work Tajikistan has done to promote the CICA process since it held the CICA chair. The Chinese side is willing to continue to provide Tajikistan with strong support to continuously improve the CICA cooperation as a whole.

Xi Jinping pointed out that since the establishment of diplomatic relations 27 years ago, China-Tajikistan relations have maintained a sound momentum of rapid development. China and Tajikistan have become good neighbors linked by mountains and rivers, good friends with sincerity and mutual trust, good partners of win-win cooperation and good brothers of mutual support. Bilateral relations are at the best in history. As a Chinese saying goes, "good neighbors are well-wishers for each other." The Chinese side is glad to a stable, developing and prosperous Tajikistan, firmly supports Tajikistan in pursuing a development path suited to its national conditions and supports the efforts made by the Tajik government to safeguard national sovereignty and security. The Chinese side is ready to work with the Tajik side to strengthen the top-level design of bilateral relations, improve the level of cooperation in various fields and jointly build a China-Tajikistan community of development and security.

Xi Jinping stressed that the two sides should continue staunchly supporting each other on issues concerning their respective core interests. Tajikistan has always actively supported and participated in the joint building of the Belt and Road Initiative, and the two countries' cooperation within this framework has achieved fruitful outcomes. The two sides should further promote the alignment of the Belt and Road Initiative with Tajikistan's national development strategy, tap into cooperation potential, raise the quality of cooperation and deepen cooperation in connectivity, energy, agriculture and industry in a comprehensive manner. The Chinese side is willing to help Tajikistan upgrade agricultural modernization, supports and stands ready to actively participate in Tajikistan's construction of free economic zones. The Chinese side is willing to intensify exchanges in culture, education and tourism with the Tajik side, so that China-Tajikistan friendship will be deeply rooted in people's hearts and passed on from generation to generation. The two sides should deepen cooperation in such areas as combating the "three forces" of terrorism, separatism and extremism, transnational organized crimes, drug control and cyber security, so as to safeguard both countries' security and regional peace and stability.

Emomali Rahmon welcomed President Xi Jinping's visit to Tajikistan again and expressed gratitude to the Chinese side for its significant contributions to the successful holding of the fifth CICA Summit. Emomali Rahmon also conveyed congratulations on the 70th anniversary of the founding of the People's Republic of China and best wishes to friendly China for permanent peace and prosperity. The Tajik side treats deepening the two countries' comprehensive strategic partnership as one of the priorities of its diplomacy. Tajikistan is grateful for the long-time support and assistance from the Chinese side and is willing to strengthen the cooperation between the two sides on key projects in the fields of energy, petrochemical industry, hydropower and infrastructure construction within the framework of the Belt and Road Initiative, in order to help Tajikistan achieve its goal of industrialization. Both sides should cement people-to-people and cultural exchanges in youth, education, and culture. The Tajik side commits to combating "three forces" of terrorism, separatism, and extremism, as well as transnational crime together with the Chinese side, enhancing law enforcement and security cooperation, and intensifying coordination in the Shanghai Cooperation Organization, the CICA, and other multilateral affairs.

After the talks, the two heads of state together attended the unveiling ceremony of the construction models of China-assisted parliament building and government office building. Xi Jinping and Emomali Rahmon viewed the panels for publicizing the project, listened to the introduction about designing program and cooperation details, and then went to the rostrum and unveiled the red silks covering the models on the rostrum.

After the ceremony, the two heads of state signed a joint statement on further deepening China-Tajikistan comprehensive strategic partnership and witnessed the exchange of multiple bilateral cooperation documents.

The two heads of state also met the press together.

Prior to the talks, Emomali Rahmon held a grand welcome ceremony for Xi Jinping at the square in front of the President's Office.
