- Excellencies Heads of States and Governments,  

- Excellency, Mr. Wang Yi, State Councilor, Minister of Foreign Affairs of the People's Republic of China,

- Representatives of the International Organizations,

- Distinguished Guests,

- Ladies and Gentlemen,

At the outset, it is my great honor to be invited to participate and deliver remarks at the Opening Ceremony of the International Forum to promote Sustainable Development and on the occasion of the 20th Anniversary of China's Foreign Assistance in promoting the use of Juncao Technology. Taking this opportunity, I would like express my profound congratulation to the Government of the People's Republic of China (PRC), specifically China International Development Cooperation Agency (CIDCA) and Fujian Provincial Administration for organizing this meaningful and important event.

I am confidence that this international forum will serve as an important platform for countries to exchange their best practices on the implementation of sustainable development goals, particularly, experience of China on its achievement in poverty reduction, having spent less than a decade of efforts and able to emancipate more than 100 million people from the poverty, this is indeed a historic and unprecedented event.

Distinguished guests, ladies, and gentlemen,

As we all aware that over the past 20 years, China has been introduced the use of Juncao Technology to more than 100 countries around the world, bringing about the benefits to people and the ecosystem; significantly contributing to the sustainable development; ensuring food security, providing employment opportunities and generating incomes, which help alleviating poverty of the people, especially, during the Covid-19 pandemic. In addition, Juncao technology has also significantly contributed to the environmental protection by maintaining the greenfield and preventing desertification, among others. I would like to commend the success in developing the Juncao technology program, which has brought about the tangible contribution to the implementation of the 2030 Agenda for Sustainable Development.

Distinguished guest, ladies and gentlemen,

The Lao PDR shares mountains and rivers bordering with the People's Republic of China, the people of both countries, Laos and China, known to have time-honored harmony and friendship. Specially, this year marks the 60th Anniversary of the establishment of diplomatic relation between Lao PDR and China, and the year 2021 is also the Lao PDR-China, China-Lao PDR Friendship Year. Based on secured, long-lasting, and stable comprehensive strategic partnership in the spirit of "4 goods" and the building of Laos-China community with shared future, the two countries have a sound comprehensive relation and cooperation.

Both countries have large infrastructure cooperation projects, namely the express way project from Vientiane Capital to Laos-China's border which has already completed its first phrase, from Vientiane Capital to Vangvieng. The Laos-China high-speed railway which will be completed and operational officially at the end of 2021, and the two countries will continue to enhance more cooperation in agriculture, plantation and livestock sectors, in order to utilize the comparative advantage of natural resource of the Lao PDR in close combination with the comparative advantage in terms of technic, fund and market of China, and bring about the tangible benefits to people of the two countries.

For the joint cooperation program on the use of the Juncao Technology in the Lao PDR, the project has been implemented since February 2019, with the collaboration with relevant sectors of China and with the supported fund from the United Nation Development Program, it has found that Lao PDR has  conditions and environment suitable for applying Juncao Technology, and it is my hope that the Juncao Technology Support Program in Lao PDR will be further continued and expanded either in the forms of  bilateral or multilateral cooperation, bringing in concrete results, and contributing to jobs creation, income generation, poverty eradication and protection of environment in the Lao PDR, including significantly contribute to enhance the time-honored friendships of the two countries, Lao PDR and China, specifically, building a community of shared future to be ever grew and secured.

Lastly, May I wish the International Forum to promote Sustainable Development and the 20th Anniversary of China's Foreign Assistance in promoting the use of Juncao Technology a great success.
