On July 4, 2022 local time, when chairing the seventh Lancang-Mekong Cooperation Foreign Ministers' Meeting in Bagan, Myanmar, State Councilor and Foreign Minister Wang Yi announced that China will launch six plans in the next stage to share with the Mekong countries benefits of cooperation and add development momentum.
First, implement the Hundred, Thousand, Ten Thousand Action Plan on Lancang-Mekong Agricultural Cooperation. China will roll out 100 agricultural technology promotion projects, train 1,000 entrepreneurs in agri-business, and develop 10,000 hectares of demonstration farmland for the Mekong countries.
Second, implement the Plan on Lancang-Mekong Water Resources Benefitting the People. Efforts will be made to strengthen hydrological information sharing, build new hydrometeorological forecast stations, and accelerate the development of demonstration projects such as photovoltaic water pumping irrigation, water supply in rural areas, and management of small basins. China will provide safety checks for 20 reservoirs and dams to ensure flood control, as well as the security of food, water supply and ecology for 70 million people in the river basin.
Third, implement the Cooperation Plan on Lancang-Mekong Digital Economy. China will set up cloud computing innovation centers, promote digital TV research and development demonstration, develop modern information technology systems, and carry out cooperation on upgrading digital economy skills in the Mekong countries.
Fourth, implement the Lancang-Mekong Space Cooperation Plan. China will work with the Mekong countries to develop earth observation satellites and provide opportunities for carrying recoverable satellites, and carry out cooperation in space breeding. The five Mekong countries are welcome to join the cooperation on the International Lunar Research Station co-hosted by China, and carry out cooperation in lunar and deep space exploration, satellite ground stations, and space debris monitoring. China will provide space science and technology training for the Mekong countries.
Fifth, implement the Lancang-Mekong Talent Plan. China will provide 2,000 academic scholarships and 2,000 training opportunities for the Mekong countries to train professionals in fields such as civil nuclear energy, ecology, agriculture and forestry. China will build the Lancang-Mekong Academy to forge a first-class training base for water resources personnel.
Sixth, implement the Lancang-Mekong Public Health Cooperation Plan. China will continue offering COVID-19 vaccines to the Mekong countries according to their needs, strengthen cooperation in drug research and development, and build traditional medicine industry bases, so as to jointly build public health systems.
