On December 21, 2022, General Secretary of the Communist Party of China (CPC) Central Committee and President Xi Jinping met with Chairman of the United Russia Party of Russia Dmitry Medvedev, who visited China at the invitation of the CPC, at the Diaoyutai State Guesthouse.
Xi Jinping asked Medvedev to convey his cordial greetings and best wishes to President Vladimir Putin. Noting that the 20th CPC National Congress has laid out the central tasks of building China into a great modern socialist country in all respects and advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization, Xi pointed out that China has every confidence and courage to follow a Chinese path to modernization and provide more opportunities for world peace and prosperity. Xi added that the institutionalized exchanges between the CPC and the United Russia Party over the years have become a unique channel and platform for the two countries to consolidate political mutual trust, advance mutually beneficial cooperation and demonstrate strategic coordination, providing strong support for the steady and sustained development of China-Russia relations in the new era. Noting that the exchanges between the ruling parties of China and Russia have entered the "third decade", Xi expressed the hope that the two parties will carry forward the in-depth exchanges on governance experience, synergizing development strategies and promoting international and multilateral cooperation between political parties, draw on each other's experience in ruling party building, and contribute their wisdom and strength to deepening China-Russia comprehensive strategic coordination.
Xi Jinping noted that over the past decade, China-Russia relations have stood the test of changes in the international landscape and maintained sound, steady and high-level development. Developing a China-Russia comprehensive strategic partnership of coordination for a new era is a long-term strategic choice made by both sides based on their respective national conditions. China is ready to work with Russia to constantly push forward China-Russia relations in the new era and make global governance more just and equitable.
Xi Jinping said that on the issue of the Ukraine crisis, China has always decided its position and policy on the merits of the issue itself, and has taken an objective and fair position and actively promoted peace talks. He expressed the hope that relevant parties will remain rational and exercise restraint, engage in comprehensive dialogue, and address their common security concerns through political means.
Medvedev first passed on President Putin's signed letter to President Xi Jinping and conveyed Putin's friendly greetings and best wishes to President Xi. He extended warm congratulations on Xi Jinping's re-election as General Secretary of the CPC Central Committee and the important outcomes of the 20th CPC National Congress. Medvedev said that China's greater development under the leadership of the CPC will not only benefit the 1.4 billion Chinese people, but also be of great significance to the whole world. He believes that the decisions and plans made at the 20th CPC National Congress will be effectively implemented. Medvedev noted that the cooperation between the United Russia Party and the CPC is a vital part of Russia-China relations, and the two parties have maintained high-level development of their relations, and carried out extensive exchanges and cooperation in recent years. The United Russia Party is ready to work with the CPC to strengthen exchanges on governance experience, effectively implement the important common understandings reached between the two presidents, actively promote bilateral cooperation in economy, trade, energy, agriculture and other fields, jointly resist the various pressure and unfair measures from external forces, and promote greater development of Russia-China comprehensive strategic partnership of coordination. He pointed out that the Ukraine crisis has not occurred for no reasons, and is very complicated. Russia is willing to solve the problems through peace talks.
The two sides also exchanged views on other international and regional issues of mutual interest and concern.
