Li Qiang Attends the Opening Ceremony of the Boao Forum for Asia Annual Conference 2023 and Delivers a Keynote Speech

On the morning of March 30, 2023, Premier of the State Council Li Qiang attended the opening ceremony of the Boao Forum for Asia Annual Conference 2023 in Boao, Hainan Province, and delivered a keynote speech titled "Follow the Guidance of the Vision of a Human Community with a Shared Future and Bring Greater Certainty to World Peace and Development". Also present at the forum were Prime Minister of Singapore Lee Hsien Loong, Prime Minister of Spain Pedro Sánchez, Prime Minister of Malaysia Datuk Seri Anwar Ibrahim, Prime Minister of Côte d'Ivoire Patrick Jérôme Achi, Deputy Prime Minister of Kazakhstan Galymzhan Koishybayev, Deputy Prime Minister and Minister of Economy and Development of Mongolia Ch. Li Qiang said that instability, uncertainty and unexpected development have become normal in today's world. People yearn for more and stronger forces of certainty to drive the world towards a brighter future. President Xi Jinping put forward the important vision of a human community with a shared future for the first time ten years ago, and later he went on to propose the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. Over the past decade, China has taken concrete actions to advance the building of a human community with a shared future and achieved a series of major outcomes. What has happened shows that the vision of a human community with a shared future has become a banner that guides the trend of the times and human progress, and a source of certainty for lasting peace and shared prosperity in the world.

Li Qiang stressed the need to hold high the banner of the vision of a human community with a shared future, join hands to foster an Asian community with a shared future, and build an anchor for world peace and stability, a source of growth and a new pacesetter for cooperation, so as to bring greater certainty to world peace and development. First, working together to maintain a peaceful and stable environment for development to bring greater certainty to the international situation plagued by intertwined changes and turbulence. Second, working together to build a more vibrant center of growth to bring greater certainty to the world economic recovery. Third, working together to expand effective ways for enhancing solidarity and cooperation to bring greater certainty to the global governance that is undergoing profound changes. Fourth, working together to pursue deeper and more substantive cultural and people-to-people exchanges to bring greater certainty to interactions among civilizations.

Li Qiang stressed that in this uncertain world, the certainty China offers is the anchor for global peace and development. Looking ahead over the long run, there's certainty in the goals and prospects of China's development. The 20th National Congress of the Communist Party of China has made it clear that China will advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. No matter how the world situation may evolve, China will stay committed to reform, opening up, and innovation-driven development. A China that is stable and dedicated to development, a China that is down-to-earth and pressing ahead with fortitude, and a China that is confident, open and willing to share, will surely be a strong force for global prosperity and stability. Looking at the near term, both the dynamism and momentum of China's growth are strong. China has the confidence and ability to sail the giant ship of China's economy steadily ahead against all winds and waves, and make even greater contributions to the world economy.

Li Qiang pointed out that as long as countries join hands to meet challenges through cooperation and promote development with an open and inclusive mind, they will surely bring greater certainty to Asia and the world, and usher in an even brighter future for the entire human society.

Chairman of the Boao Forum for Asia Ban Ki-moon delivered a welcome speech at the opening ceremony. Lee Hsien Loong, Sánchez, Anwar, Achi, Georgieva and representatives of the business community delivered remarks in succession. They said that the Boao Forum for Asia provides important guidance for coping with the uncertainty in today's world, and the vision of building a human community with a shared future has pointed out the right direction for countries to jointly tackle common challenges.
