On Oct 19, 2023, Luo Zhaohui, chairman of the China International Development Cooperation Agency (CIDCA), met with Egyptian Prime Minister Mostafa Kamal Madbouly, who was in China to attend the third Belt and Road Forum for International Cooperation.
Luo said that under the personal guidance of the two heads of state, China and Egypt have continuously strengthened cooperation in development fields and have achieved fruitful results, becoming a model of both China-Arab and China-Africa cooperation. China is ready to work with Egypt under the framework of the Global Development Initiative (GDI) to further strengthen policy alignment, expand practical cooperation in space science and technology, infrastructure, medical and health care, green development and human resources training, and promote debt-for-development cooperation, so as to contribute to the high-quality Belt and Road cooperation and the building of a China-Egypt community with a shared future, he added.
Noting that China is one of Egypt's most important development partners, Madbouly thanked China for its long-term support to his country's socioeconomic development and improvement of people's livelihoods. Egypt is willing to join hands with China to build the Belt and Road to a high standard, actively implement the GDI, and strengthen bilateral and trilateral cooperation in a bid to elevate China-Egypt relations to a higher level, he said.
At the meeting, Luo and Rania AI-Mashat, Egyptian minister of international cooperation, co-signed a memorandum of understanding on debt-for-development cooperation between the two agencies, the first of its kind in China's foreign development cooperation.
Vice-Chairman of the CIDCA Deng Boqing, Director-General of the CIDCA's First Department of Regional Affairs Liu Junfeng, head of the CIDCA's Global Development Promotion Center Tang Ying, and Egyptian Ambassador to China Assem Hanafi also attended the meeting.
