Opening Remarks of the Second China-Indian Ocean Region Forum on Blue Economy Cooperation by

Distinguished Guests,
Ladies and Gentlemen,
It's my great honor to co-host today's Forum on behalf of China International Development Cooperation Agency (CIDCA) and Yunnan province. Welcome you all to join us in the event.
As we all know that, the 2030 Sustainable Development Goals is the largest consensus reached by UN family. UN also passed the Decade of Ocean Science for Sustainable Development. Blue economy is an important part of global cooperation. To implement these consensus is our joint obligation.
China is also a dialogue partner of the Indian Ocean Rim-Association for Regional Cooperation. There are 23 member countries and 10 dialogue partners in this Association. We have our obligation to do something together for the blue cooperation. China is pushing forward the Belt and Road Initiative, including Maritime Silkway.
But we are facing an uncertain world today. Big powers competition and regional conflicts are going on. Post-COVID 19 economic recovery is in difficulty.
How to enhance economic recovery confidence, how to reset the development issue as the centre of global agenda, and how to push forward the SDGs and the Ocean Decade, are big questions which need all of us to think about and answer.
This is the significance of today's Forum. This is why we are gathering in Kunming again.

To implement the SDGs and Ocean Decade, China has done our job. China's economic development has got remarkable achievements. We are willing to share the experiences with our Indian Ocean partners, and enhance concrete blue economy cooperation with the regional countries.
President Xi Jinping has proposed a Community with a Shared Future for Mankind, Belt and Road Initiative (BRI) and Global Development Initiative (GDI). We are doing our best to implement these thoughts and initiatives combining together with UN SDGs and UN Ocean Decade. Remarkable achievements have been reached. We will invest more resources for the global development cooperation.

Last year, the First On-line Forum on Blue Economy Cooperation, co-hosted by CIDCA and Yunnan province, reached a lot of consensus. And the implementation process is going on well. Today I am quite sure that the Second Forum will reach more achievements by our joint efforts.
Last but not the least, I express gratitude to all the leaders, representatives and ambassadors from Indian Ocean countries, as well as UN Agencies, social organizations and the think tanks. I am also thankful for the Office of the Central Foreign Affairs Committee of the CPC, Ministry of Foreign Affairs, Ministry of Natural Resources, Ministry of Ecology and Environment for their contribution for the Forum. Yunnan is the closest province of China to Indian Ocean and has done a lot concrete cooperation with Indian Ocean partners. I appreciate their warm hospitality for all the guests and protocol arrangements for the Forum.
