Guidelines on Global Development Project Pool (Provisional)
Chapter I General Provisions
Article 1 In order to establish a platform for pragmatic cooperation in international development, mobilize the international development cooperation resources and better match the development needs of developing countries, accelerating the implementation of the United Nations 2030 Agenda for Sustainable Development, China International Development Cooperation Agency (CIDCA) will actively promote the establishment of the Global Development Project Pool under the Global Development Initiative (GDI). To facilitate international participation in the Global Development Project Pool development, the Guidelines are hereby formulated.
Article 2 Projects in the Global Development Project Pool refers to international development cooperation projects in priority areas of the GDI, namely poverty reduction, food security, pandemic response and vaccines, financing for development, climate change and green development, industrialization, digital economy, and digital-era connectivity.
Article 3 The principle of “voluntary participation, multi-party cooperation, innovative approach, open and transparent operation” will be observed in the development of the Global Development Project Pool.
Article 4 The Global Development Project Pool consists of an Incubation Pool and an Achievement Pool.
1. The Incubation Pool is a resource allocation platform that focuses on projects in the early stage of preparations whose economic, environmental, and technical feasibility is still to be proven and whose source of funding has not been confirmed yet.
2. The Achievement Pool is an executing platform that focuses on projects that have completed project approval, proved economically, environmentally, and technically feasible, and secured funding.
Article 5 CIDCA is responsible for conducting the establishment and management of the Global Development Project Pool. It designates the Global Development Promotion Center (GDPC) of CIDCA to receive project application materials and provide support for Global Development Project Pool’s establishment and management.
Article 6 The following entities may participate in Global Development Project Pool’s establishment:
1. Chinese entities;
2. UN agencies and other intergovernmental international organizations, international financial institutions, and international non-governmental organizations with consultative status in the United Nations Economic and Social Council or recognized by China;
3. Entities from various countries: Governments, non-governmental organizations with consultative status in the United Nations Economic and Social Council or recognized by China, other relevant entities recognized by China, etc.
Article 7 The main ways to participate in Global Development Project Pool’s development include:
1. To actively collaborate with entities mentioned in Article 6 on development projects in the priority areas of cooperation of the GDI. Submit project applications that meet the conditions of Article 2 in either the Incubation Pool or the Achievement Pool of the Global Development Project Pool through channels and procedures specified in the Guidelines.
2. To provide support for the Incubation Pool projects, including pre-project demonstration and policies, funds, materials, technologies, and other resources necessary for project implementation.
3. To provide procurement, information, technology, publicity, and other services for the Achievement Pool projects.
Article 8 The project approval, implementation, monitoring, and evaluation are subject to the established management channels, laws and regulations, and relevant requirements of bodies responsible for application, approval, and management. Chinese and foreign bodies responsible for project application, approval and management shall report the project progress and monitoring and evaluation results to CIDCA in a timely manner.
Chapter II Project Application and Review for Inclusion
Article 9 For projects that meet the conditions of Article 2 of the Guidelines, the relevant parties may submit their applications for inclusion into the Global Development Project Pool through the following channels accordingly while specifying which pool they want the project to be included in.
1. For projects applying for Chinese government’s resource support, an applicantshall submitan application through the established application channels in accordance with the management system and requirements. The submission of application by the applicant is deemed to agree that the Chinese side may include the project in the Global Development Project Pool for management.
2. Application channels for other entities:
(a)Chinese entities can submit their applications through the channels designated by CIDCA.
(b)Entities specified in paragraphs 2 and 3 of Article 6 of the Guidelines can submit the application materials to the GDPC through Chinese diplomatic missions.
Article 10 To apply for inclusion in the Global Development Project Pool, the following materials shall be submitted:
1. For projects applying for Chinese government’s resource support, Chinese funding authority that intends to support the applicationshall submit a project information form in accordance with the form requirements to the GDPC.
2. For other projects, the following materials shall be provided:
(a)For projects to be included in the Incubation Pool, applicants shall submit a project application form that includes: basic information of the applicants, name of the host country, name of the project, amount of investment, source of funding (if any), project areas, project overview, preliminary work done, inclusion requirements, and other materials deemed necessary by CIDCA. For projects whose economic, environmental, and technical feasibility have not yet been proven, CIDCA may require the applicant to submit a preliminary assessment of the economic, environmental, and technical feasibility of the project issued by a third-party consultant, as appropriate.
(b)For projects to be included in the Achievement Pool, applicants shall submit a project application form that includes: basic information of the applicants, name of the host country, name of the project, amount of investment, source of funding, project areas, project overview, time of project approval, time of commencement, planned time of completion, and supporting documents, including project approval documents and other materials deemed necessary by CIDCA.
Article 11 CIDCA organizes and carries out project evaluation. Projects that pass the evaluation will go through the inclusion procedures; otherwise, feedback will be given.
Chapter III Global Development Project Pool Establishment and Management
Article 12 Establishment and management of the Incubation Pool:
1. For projects in the Incubation Pool, CIDCA shall, upon the willingness of the applicant, release the project information, progress, etc. through the website and other channels, introduce the project to funders and other stakeholders, promote the connection and cooperation among the project stakeholders, and facilitate access to resources required for the Incubation Pool project.
2. After communicating with relevant parties of the Incubation Pool projects, applicants shall promote the completion of the pre-approval preparatory work and regularly reports progress to CIDCA.
3. For projects where the applicants, beneficiaries and funders cannot manage the preparation work for project approval, GDPC may be entrusted to organize the work on their behalf upon their application and submit the outcome documents to the relevant parties.
4. After the approval of the Incubation Pool project, the applicant can apply for inclusion in the Achievement Pool by submitting materials required to the GDPC. CIDCA may include the project in the pool after review in accordance with Article 11 of the Guidelines.
Article 13 Establishment and management of the Achievement Pool:
1. For projects in the Achievement Pool, entities responsible for application, approval and management shall regularly report the follow-up progress of projects to CIDCA.
2. CIDCA shall release the project information, progress, and results, among other things, through the website and other channels.
3. For projects in the Achievement Pool, if relevant parties do not have the capacity to organize and implement them, GDPC may, upon request, beentrusted to organize the relevant work on their behalf.
Chapter IV Project Support
Article 14 Projects included in the Global Development Project Pool are key projects supported by CIDCA under the GDI. Thus, CIDCA will actively coordinate with relevant departments of the Chinese government to provide corresponding policy support.
Article 15 Projects with remarkable results will be actively publicized by CIDCA through multiple channels and approaches to help them obtain more development resources.
Article 16 Various sources of funds will be coordinated to support projects in the Incubation Pool, including but not limited to:
1. Development cooperation resources of China.
2. Funds provided by governments, international institutions, financial institutions, enterprises, foundations, and NGOs.
3. Funds provided by the beneficiaries.
Article 17 Various participants will be coordinated to play their own advantages to provide the necessary materials or technologies and other services to support the projects for further development, apart from direct funding.
Article 18 The funds, materials and technologies provided by each participant to support the projectshall be legal funds, materials, and technologies that they have the right to dispose of.
Chapter V Project Withdrawal Mechanism
Article 19 Voluntary withdrawal is not permitted in principle after being included.
Article 20 If a project is proven ineligible for approval or has not been transferred to the Achievement Pool within three years from the date of inclusion, it will be removed, after being judged by CIDCA. If a project has severe problems or has caused adverse consequences, it will be compulsorily removed. CIDCA will announce the removal through relevant channels.
Article 21 The applicant who voluntarily announces its withdrawal from the Global Development Project Pool without CIDCA’s written consent or whose project is compulsorily removed, shall not be allowed to apply for inclusion within five years. In case of adverse consequences or economic loss, the applicant shall bear the corresponding legal responsibility. CIDCA will announce the relevant information through relevant channels.
Article 22 After withdrawal, the project may not publicize itself as a “Global Development Project Pool Project.”
Chapter VI Supplementary Provisions
Article 23 CIDCA shall be responsible for the interpretation of the Guidelines.
Article 24 The Guidelines shall be implemented on a trial basis as of the date of publication.
