Speech by Chairman Luo Zhaohui at the 70th Anniversary of China International Human Resources   Development Cooperation and 2024 New Year Reception

Dear Students,

Ladies and Gentlemen,

Good evening!

I am honored to co-host today's event, on behalf of the CIDCA and the Institute of South-South Cooperation and Development! Welcome you all to join us.

H.E. Wang Yi, Member of the Political Bureau of the CPC Central Committee， Director of the Office of the Central Commission for Foreign Affairs,　Foreign Minister of the PRC, attaches great importance to this event, and has sent a message. It's my honor to read the message as follows:

On the occasion of the 70th Anniversary of China International Human Resources Development Cooperation and the 2024 New Year Reception, I would like to extend my warm congratulations!

Human resources development cooperation is a major highlight in China's foreign-aid programs. Over the past seven decades, China has cultivated over 400,000 governing and technical personnel for more than 180 countries and regions through various forms of training in China, on-the-job diploma and degree education programs, overseas training, and dispatchment of senior technical experts, covering over 100 fields and specialties, such as agriculture, education, health, and climate change. This is an important contribution to the economic and social development and the exchange of governance experience in the recipient countries. In 2015, President Xi Jinping announced the establishment of the Institute of South-South Cooperation and Development as a platform for cultivating high-caliber talent and conducting research and exchanges among developing countries. It has been warmly received by the international community and widely welcomed among developing countries. The students are now contributing to the development of their own countries and promoting friendship between China and the wide world.

In a world of change and turbulence, the global development endeavor faces multiple challenges. President Xi Jinping proposed the Global Development Initiative (GDI) to restore development to the center of the international agenda. We hold that true development is development for all, and good development is sustainable development. Talent is an important resource for economic and social progress and an essential pillar for national development.

China will harness this highlight in its foreign-aid programs to promote greater synergy between development strategies. In light of the actual needs of different countries, we will help nurture specialized personnel, and share advanced technologies, management know-how, and development approaches. We are ready to work with all countries to implement the GDI, strengthen South-South cooperation for common development, and contribute China's strength to the accelerated realization of the United Nations 2030 Agenda for Sustainable Development.

Dear Friends,

The CIDCA is the agency in charge of foreign aid and global development cooperation affairs, including arranging the scholarship to foreign students.

Usually the CIDCA uses four ways for the foreign assistance: complete projects, materials and technical cooperation, emergency humanitarian assistance and human resources development (HRD) cooperation.

HRD is a driving force for various countries' economic and social development. That's why the CIDCA has paid great attention to these issues. Every year, we use a lot of money for the HRD programs. Last June, the CIDCA held an open-house for the students from the Institute of South-South Cooperation and Development.

Recent days, we just celebrated Christmas and New Year, and Chinese lunar new year of dragon is coming. You must be highly expecting the Dragon Year, mixed with a little bit homesickness. That's why we host today's New Year Reception, to make you feel at home.

I just want to share the following points:

First, to know more about China, become promoters of your countries' interaction with China. Comparing with native people, you have special advantages. You have experiences in China, and know about Chinese language, history, and culture. We wish you engage with China, and enhance bilateral friendship.

Second, to serve your country and people better. Your capacities must have been improved after you graduated from China. You can take advantage of Chinese modernization experience, advanced technology combined with your own countries’ development strategies, to build your countries better. China recognizes that common development is the true development. This is the main purpose of our HRD cooperation.

Third, we wish your knowledge make yourself stronger and more excellent. Making life better is the common pursuit. I know you have separated from your family and your native countries. How to use your limited staying in China? Learn, travel and see, be friend of your classmates and university teachers. Through your personal capacity upgrading, make the world better.

Dear Friends,

I also want to announce two pieces of news. First, releasing a report titled A Review and Outlook of China International Human Resources Development Cooperation over the Past 70 Years. The report delivers a comprehensive review of China's HRD brief history and remarkable achievements.

Second, establishing the "China House of Foreign-Aid Programs Trainees" in the CIDCA. It will serve as a platform to deepen long-term interaction and friendship.

Last but not the least, I would like to express my sincere gratitude to China's Ministry of Foreign Affairs, Ministry of Education, Ministry of Commerce and many universities of China, for their joint efforts to serve foreign students.
