The 70th Anniversary of the China International Human Resources Development Cooperation and the 2024 New Year Reception for international trainees in China was held in Beijing on Jan 5, 2024. Wang Yi, member of the Political Bureau of the Communist Party of the China Central Committee, director of the Office of the Central Commission for Foreign Affairs, and foreign minister of China, sent a congratulatory letter to the event. Luo Zhaohui, chairman of the China International Development Cooperation Agency (CIDCA), read out Wang's letter and delivered remarks at the event.
In his remarks, Luo introduced the four major means of China's foreign assistance: complete projects, materials and technical cooperation, emergency humanitarian assistance, and human resource development (HRD) cooperation. The CIDCA attaches great importance to HRD, a driving force for all countries' social and economic development, and invests vast resources in the HRD programs every year, he said, giving an example that in June last year, the CIDCA held an open-house for the students from the Institute of South-South Cooperation and Development (ISSCAD).
He raised his hope that the trainees will learn more about China, integrate into the Chinese society, and become promoters of exchanges between China and their respective countries. He also expected them to fully align China's experience in modernization and advanced technologies with the development strategies of their own countries to advance development, and to better themselves and improve their personal abilities throughout their time in China to make the world a better place.
Luo also announced the release of A Review and Outlook of China International Human Resources Development Cooperation over the Past 70 Years, and the establishment of the "China House of Foreign-Aid Programs Trainees" at the CIDCA.
Vice-President of the National Academy of Governance Li Wentang, Vice-President of Peking University Fang Fang, and President of the University of International Business and Economics Zhao Zhongxiu attended and addressed the event. Trainee representatives from Ethiopia, Nepal, and the Solomon Islands delivered speeches. All parties extended their appreciation to the CIDCA for its contributions to HRD in the international community and pledged to contribute to the implementation of the Global Development Initiative and the United Nations 2030 Agenda for Sustainable Development.
Trainees from the ISSCAD, China Women's University, Beijing Jiaotong University and China Foreign Affairs University gave a variety of performances, such as singing, dancing, and poetry recitations, adding a festive touch to the event.
Co-hosted by the CIDCA and the ISSCAD, the event drew the attendance of over 200 people, including international trainees from over 30 countries, foreign diplomats, and representatives from international organizations, related Chinese government departments and universities.
