On the occasion of the 70th Anniversary of China International Human Resources Development Cooperation and the 2024 New Year Reception, I would like to extend my warm congratulations!
Human resources development cooperation is a major highlight in China's foreign-aid programs. Over the past seven decades, China has cultivated over 400,000 governing and technical personnel for more than 180 countries and regions through various forms of training in China, on-the-job diploma and degree education programs, overseas training, and dispatchment of senior technical experts, covering over 100 fields and specialties, such as agriculture, education, health, and climate change. This is an important contribution to the economic and social development and the exchange of governance experience in the recipient countries. In 2015, President Xi Jinping announced the establishment of the Institute of South-South Cooperation and Development as a platform for cultivating high-caliber talent and conducting research, exchanges among developing countries. It has been warmly received by the international community and widely welcomed among developing countries. The students are now contributing to the development of their own countries and promoting friendship between China and the wide world.
In a world of change and turbulence, the global development endeavor faces multiple challenges. President Xi Jinping proposed the Global Development Initiative (GDI) to restore development to the center of the international agenda. We hold that true development is development for all, and good development is sustainable development. Talent is an important resource for economic and social progress and an essential pillar for national development.
China will harness this highlight in its foreign-aid programs to promote greater synergy between development strategies. In light of the actual needs of different countries, we will help nurture specialized personnel, and share advanced technologies, management know-how, and development approaches. We are ready to work with all countries to implement the GDI, strengthen South-South cooperation for common development, and contribute China's strength to the accelerated realization of the United Nations 2030 Agenda for Sustainable Development.
