In an interview with China Media Group on Aug 16, Mozambican President Daniel Francisco Chapo said that he had visited China over seven times while serving as a mayor and before becoming Mozambican president, and that the first visit was the most impressive, during which he learned about China's experiences in establishing special economic zones.
That trip was in December 2013, when Chapo, then administrator of Nacala-a-Velha district, Nampula province, participated in a human resources development cooperation project funded by the Chinese government to train Mozambique's local administrators. He said that Mozambique was building its first special economic zone at that time and China's experiences were beneficial to his country.
In Beijing, Chapo studied China's achievements and experiences in establishing economic policies and financial systems, strengthening local governance and carrying out regional planning. He also visited local government departments, ports and enterprises in Shanghai and Shenzhen. He spoke highly of Shenzhen's rapid transformation from a fishing village to a modern metropolis with large-scale industrial and commercial areas within just decades.
Lauding the development of China's special economic zones, Chapo later translated what he learned from China's experiences into practice in Mozambique, establishing a special economic zone and boosting the economy. Nacala Port, Mozambique's first special economic zone, is now thriving.
The human resources development cooperation project is a platform for exchanging governance experiences between China and other developing countries.
